Alex is a government affairs strategist and policy advisor with over a decade of experience in legislative strategy, stakeholder engagement, and coalition building. He is the founder of Aurora Government Affairs.

Alex knows local government because he has had firsthand experience. Starting as a staffer in a local city council office, he later became the mayor of his hometown, Hercules. In his two terms on the Hercules City Council, he has held major leadership roles, including Chair of the Contra Costa Mayors Conference and the President of the League of California Cities East Bay Division. In these roles, Alex led all 33 elected officials from the East Bay.

Before his election to the city council, he was appointed by Governor Jerry Brown to the California Community Colleges Board of Governors, in which he represented 2.3 million Californians and led the nation’s largest system of higher education. He successfully led efforts to make community college tuition-free and to expand statewide broadband. He is a founding member of Calbright College, the nation’s first 100 percent online community college.

Known for clear policy analysis and pragmatic advocacy, he has deep relationships across the state and country. He has secured major wins at the local, state, and federal levels. He has advised officials ranging from the White House and the Biden Administration on the Implementation of the Inflation Reduction Act to local school boards. He successfully advocated for stricter gun laws in California, secured millions in state and federal funding for local transportation projects, and passed groundbreaking local legislation, including equal pay ordinances and Project Labor Agreements. He is a native of Hercules, California. He attended Contra Costa College and holds a BA in Politics from Saint Mary’s College of California and a Master’s in Government from Johns Hopkins University.
